quibus opus sit

Hi,

Here is a verse from Vulgata: "nolite ergo adsimilari eis scit enim Pater vester quibus opus sit vobis antequam petatis eum."

I have no idea what is the function of "quibus" here. Can anyone help me explain this? Would be much appriciated.
