Livy 1.5.2: qui ex eo genere tenuerit loca

I have a question about Livy 1.5.2, a sentence which looked reasonably simple to translate but difficult to fit into the context before I looked at Benjamin Foster's translation. Now, I do not know any more how to reconcile the text and Dr. Foster's translation. Here it goes:

"Ibi Euandrum, qui ex eo genere Arcadum multis ante tempestatibus tenuerit loca, sollemne adlatum ex Arcadia instituisse..."
